The scheme “Subsidy for Water Conservation/ Environment Compliance” is a sub-scheme under the “West Bengal Textile Incentive Scheme”. It was launched on 13 December 2022 by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal, and shall remain valid up to five years.

Objective of the West Bengal Textile Incentive Scheme

To extend fiscal incentives to the textile sector across the entire value chain (from fibre to stitched garments), promote investment in the state, generate employment, and position West Bengal as a preferred destination for textile industries.

Objective of the Subsidy for Water Conservation/ Environment Compliance Sub-scheme

To support textile sector enterprises by reimbursing costs incurred for setting up Captive Effluent Water Treatment Plants and other pollution control devices to promote wastewater recycling and environmental compliance.

Benefits

  • Reimbursement of 25% of the cost incurred, subject to a maximum of ₹1,50,00,000

  • For a cluster of minimum 5 units with an investment of at least ₹200 crores:

    • The State Government (MSMET Department) will set up a Common Effluent Treatment Plant (CETP)

    • CETP will be run by a Special Purpose Vehicle (SPV) formed by the clustered units

    • Running costs to be borne by the clustered units

Eligibility

  • Units involved in manufacturing and processing of textiles, apparel, and technical textiles

  • Units that started production on or after 1st April 2022

  • Units in the private, cooperative, joint sector, or State Government undertakings

  • The project must be approved and sanctioned by a Central/State Financial Institution or Commercial Bank

  • Must possess:

    • Registration Certificate

    • Date of Commencement Certificate

    • Eligibility Certificate issued by the Directorate of Textiles

Exclusions

  • Units that already received eligibility certificates and incentives under any other State Incentive Scheme

  • Units with eligibility certificates but with no claim or sanction of incentive yet

  • Units that commenced production before 1st April 2022

  • Step 3: Upon confirmation, the registration is complete

  • Step 2: Login using registered Email ID and Password

  • Step 3: Fill in the eligibility form

  • Step 4: Check your eligibility on the portal

  • Step 5: Fill the Common Application Form (CAF)

  • Step 6: Complete Form A and Form C (if applicable)

  • Step 7: Download and self-sign Form A and C

  • Step 8: Upload signed copies

  • Step 9: Submit the application
