Tripura Lynching/Mob Violence Victim Compensation Scheme was launched by the Home Department, Government of Tripura, on 14th August 2018. The scheme provides compensation to victims or their dependents who have suffered loss or injury due to lynching or mob violence and require rehabilitation. This scheme was formulated in response to a Supreme Court order on 17th July 2018 as part of the implementation of Section 357A of Cr. P.C..
Objective
The primary objective of the scheme is to:
- Provide financial support to victims of lynching and mob violence for rehabilitation.
- Ensure timely compensation to the victims or their dependents.
- Help in the effective implementation of the victim compensation fund as mandated by the Supreme Court.
Victim Compensation Fund
The scheme operates through a fund called the Victim Compensation Fund for Lynching/Mob Violence. This fund is utilized to provide compensation to the victims or their dependents based on the injuries or loss they have suffered due to such violence.
The scheme is implemented through the District Magistrates & Collectors of the state.

The compensation amount may vary depending on the case, but it shall not exceed the amounts specified in the schedule. Interim relief is provided to the victim or next of kin within 30 days of the incident.
If the victim has already received compensation from other state schemes or insurance, such payments will be deducted from the total compensation under this scheme.
Eligibility
- The victim must be a resident of Tripura.
- Victims or their dependents who have suffered injury or loss as a result of lynching or mob violence are eligible.
- The victim must cooperate with the police and prosecution during the investigation and trial.
- Victims are eligible for compensation if:
- The offender is not traced or identified, but the victim is recognized.
- The victim incurs expenses for physical and mental rehabilitation.
- Dependents of the deceased victim who have become destitute due to the loss.
- Compensation for loss of property due to lynching or mob violence.
Note: Perpetrators or their dependents will not be eligible for compensation under this scheme.
Exclusions
- Claims cannot be made after six months from the incident.
- Incidents covered under the Motor Vehicle Act, 1988 or other specific compensation schemes, such as the Die-in-Harness Scheme or Extremist Violence Scheme, are excluded.
Application Process
The application for compensation under the scheme follows these steps:
- Step 1: The victim or their dependent should contact the office of the District Magistrate & Collector or Sub Divisional Magistrate in their area.
- Step 2: Submit the application along with necessary documents, including the medical report, FIR, charge sheet, and any other relevant documents.
- Step 3: The concerned authority, based on approval from the Home Department, will process the compensation payment from the fund.
