“Reimbursement of Stamp Duty and Registration Fee” is a sub-scheme under “The West Bengal Incentive Scheme”, launched on 22nd February 2021 by the Department of Tourism, Government of West Bengal. This scheme will remain valid until 31st December 2025. It aims to assist eligible tourism units in West Bengal by reimbursing the costs incurred on stamp duty and registration for property acquired to set up approved tourism projects.
Benefits

Group A & B Areas: 50% reimbursement

Group C & D Areas: 60% reimbursement

Special Areas: 70% reimbursement
Eligibility
-
Applicable to all eligible tourism projects/units/expansion projects set up on or after 22nd February 2021.

Hotel units that started operations between 7th January 2015 and 31st December 2020, but couldn’t apply under the 2015 scheme due to a bar, are also eligible.

Applicable to private, cooperative, joint sector, or state-managed units.

Project must be backed by a detailed project report and approved by a recognized financial institution.

The unit must possess the Registration Certificate, Date of Commencement Certificate, and Eligibility Certificate issued by the West Bengal Tourism Development Corporation Limited.
Exclusions
-
Units already granted incentives under any previous schemes.

Units that applied under WBIS 2015 before the 2021 scheme and whose applications remain undecided are only eligible under WBIS 2015.
Application Process
Mode: Online (via Shilpasathi Portal)
Steps:

Register on the Shilpasathi portal by choosing your entity type and entering registration number.

Fill in the registration form and create your login credentials.

Log in using username/password or mobile number with OTP.

Click on ‘ALL SERVICES’ → ‘Tourism Incentive’ and select ‘Create CAF’.

Fill the Common Application Form and upload all relevant documents.

Submit the application after reviewing and accepting the declaration.

Notifications will be sent via SMS/email for each stage.

Once approved, download the Registration Certificate.

After receiving the Date of Commercial Operation Certificate, apply for the Eligibility Certificate.

Post receipt of all three certificates, apply for reimbursement of incentives using separate online forms.
