The selection process follows a two-tier system, involving both District Selection Committees (DSC) and the State Selection Committee (SSC).

- Primary Teachers: 2 awards (one per district)
- Secondary Teachers: 4 awards (two per district)

Note:
- 2 awards are reserved for differently-abled teachers, Special Educators, or Heads of Schools.
- Special Educators are eligible to apply under the Primary and Secondary categories.
Eligibility Criteria
- Must be an in-service teacher, special educator, or Head of a recognized government/aided school (Primary, Middle, High, and Secondary levels).
- Should have completed at least 5 years of regular teaching service as of June 30, 2019, after completing probation.
- Retired teachers are not eligible.
- Teachers due for retirement in the award year are not eligible.
- The applicant should not have engaged in private tuition.
- Contractual Teachers, Para Teachers, Part-time Instructors, and NSQF Instructors are not eligible.
- No vigilance/criminal case should be pending against the applicant.
- The government reserves the right not to grant an award if no suitable candidate is found.

- Attach a passport-sized photograph (signed across, if required).
- Attach self-attested copies of all mandatory documents.

- Teachers who have already received the State Teacher Awards for Excellence in Higher Education are not eligible to apply again.
- Applicants who were previously nominated but not selected in 2018 will be automatically considered for the ongoing academic year.
