The “Single Point Registration Scheme (SPRS)” was initiated by the National Small Industries Corporation (NSIC) under the Ministry of Micro, Small and Medium Enterprises (MSME) to enable Micro & Small Enterprises (MSEs) to participate in Government Purchases. Registered units under this scheme are eligible for benefits under the Public Procurement Policy for Micro & Small Enterprises (MSEs) Order 2012, as notified by the Government of India (with subsequent amendments).

Price Flexibility:
MSEs quoting prices within a band of L1+15% may supply up to 25% of the requirement by lowering their price to the L1 price, where L1 refers to the bid of non-MSEs. -
Procurement Targets:
Every Central Ministry/Department/PSU is mandated to procure at least 25% of its annual purchases from MSEs, with specific targets earmarked for SC/ST (4%) and women entrepreneurs (3%). -
Reserved Items:
A list of 358 items is reserved exclusively for purchase from the MSE sector. -
Additional Schemes:
Registration under SPRS provides access to various other schemes and benefits, making registered units an integral part of the Government supply chain.
Eligibility
Fresh Registration Criteria:
- All Micro & Small Enterprises holding a Udyam Registration are eligible.
- MSEs that have commenced commercial production but are less than one year old may receive a Provisional Registration Certificate, subject to a monetary limit of ₹5.00 Lacs.
- Only manufacturing and service MSEs are eligible; traders are excluded.
- The SPRS Certificate is valid for 2 years from the date of registration and must be renewed every two years.
Renewal Criteria:
- Renewal applications can be submitted 6 months before certificate expiry.
- MSEs renewing before the expiry receive a 50% discount on the renewal fee.
- If no changes are made since the last certificate, renewal can be completed online.
Exclusions:
- MSEs engaged in the manufacture of medicines and drugs (except those involved in Ayurvedic, Unani, Sidha, and Homeopathic medicines).
- Wholesale trading, retail trading, or commission agents.
- MSEs that have been blacklisted.
- MSEs whose proprietor/partner/director/Karta has been convicted of any criminal offense.

Online Fresh Registration:

Udyam Registration:
Obtain your Udyam Registration Number by visiting the Udyam Registration website. -
NSIC Registration:
Register in the MSME Data Bank using your Udyam Registration Number and PAN to enroll for SPRS. -
Application Submission:
- Visit the NSIC official website.
- Select the SPRS scheme from the ‘Schemes’ tab.
- Click on the ‘Fresh Online’ tab and then on ‘Apply Now’.
- Complete the 7-step online form (which allows saving progress) using your PAN and Udyam Registration Number.
- Upload all required documents and annexures from your desktop folder.
- Pay the applicable fee based on your enterprise category.
- After third-party inspection (if applicable), the final certificate is issued online, with a physical copy sent by post.
Online Renewal Registration:
- Visit the NSIC website and select the SPRS scheme from the ‘Schemes’ tab.
- Click on the ‘Renewal Online’ tab and then on ‘Apply Now’.
- Fill out the renewal form completely and submit.
- A discount of 50% on the renewal fee is applied for early renewal (before expiry).
- The renewed certificate is available online, and a physical copy is sent by post.
