Assistance for R&D Lab Setup in Gujarat: 60% Funding for MachineryScheme StatusScheme Status

The “Scheme for Assistance for Research & Development Activities” is a flagship initiative under the Gujarat Industrial Policy launched by the Industries and Mines Department, Government of Gujarat. The scheme is effective from August 7, 2020, to August 6, 2025, and aims to promote innovation, sustainability, and technological advancement in the industrial sector by supporting the establishment of Research and Development (R&D) laboratories by registered Industrial Associations.

The component “Assistance to Industrial Association for Establishment of R&D Laboratories” specifically targets support towards setting up new R&D labs, including funding for machinery, infrastructure, software, and other related assets.

Benefits

  • Financial Assistance: 60% of the project cost towards:

    • Machinery and Equipment

    • Hardware and Software

    • R&D Infrastructure

  • Maximum Limit: ₹5,00,00,000/- (₹5 Crore)

Eligibility

Eligible Institutions:

  • R&D labs recognized by CSIR (Council of Scientific and Industrial Research) or DSIR (Department of Scientific and Industrial Research)

  • The lab must be set up by a registered Industrial Association

Eligible Activities:

  • Setting up new R&D laboratories with infrastructure and related facilities

Note: Provisional approval from CSIR/DSIR is required.

Application Process

Mode: Offline

  1. The R&D institution applies in the prescribed format to the Industries Commissionerate with all required documents.

  2. The Industries Commissionerate reviews and scrutinizes the application for compliance.

  3. Proposal is forwarded to the State Level Empowered Committee (SLEC) for final review and approval.

  4. Upon approval, reimbursement of sanctioned assistance is disbursed by the Industries Commissioner’s office.

  • Copy of Registration Certificate of the Industrial Association along with Memorandum/Articles of Association

  • CSIR/DSIR Recognition Letter

  • CA Certificate (in prescribed format)

  • CA-certified Expenditure Statement (prescribed format)

  • Project Progress Report, including:

    • Milestones achieved

    • Outcomes of R&D

    • Asset details

    • Societal & industrial benefits

    • Patents filed/granted

    • Publications and impact

  • Employment Details of technical staff

  • Project Completion Certificate (PCC)

  • List of beneficiary member industries

  • Copy of Electricity Bill

  • Copy of Valid Insurance Policy

  • Copy of GPCB Consent (if applicable)

  • Proof of separate books of accounts for project

  • Bank Details/Cancelled Cheque

  • Details of Third Party Quality Assurance (TPQA) agency (if applicable)

  • Copy of PAN Card

  • Notarized Undertaking and Board Resolution
