PMKVY 3.0 Special Projects: Skill Training for Marginalized GroupsScheme StatusScheme Status

The Special Projects component under PMKVY 3.0 (2020–21) was designed by the Ministry of Skill Development and Entrepreneurship (MSDE) to promote customized skill training in non-standard settings. These projects cater to special job roles or training needs that do not fall under the existing PMKVY Qualification Packs (QPs)/National Occupational Standards (NOS). The initiative addresses the skilling needs of vulnerable and marginalized groups, and projects are implemented by Government bodies, corporates, and industry associations.

These projects support training with placement opportunities, entrepreneurship development, and local livelihood creation, especially in remote, aspirational, or conflict-affected areas.

  • Incentive to training providers

  • Career progression support

  • One-time foreign placement travel cost

  • Post-placement tracking allowance

  • Bridge and language courses for international placements

Placement Support:

  • Assistance with job placement after training

  • Continued post-training support

Note: Aadhaar is mandatory for enrolment. A minimum of 70% attendance is required to be eligible for final assessments.

Eligibility

  • Scheduled Castes (SC)

  • Scheduled Tribes (ST)

  • Persons with Disabilities (PwDs)

  • Transgender persons

  • Women

  • Economically backward individuals

  • Residents of remote/difficult geographies such as:

    • Left Wing Extremism (LWE) affected areas

    • Aspirational districts

    • Jammu & Kashmir, Ladakh

    • North East states

    • Island territories

  • Any other marginalized or vulnerable group recognized by Central or State Governments

  • Candidates must be enrolled via the Skill India Portal (SIP)

  • A user manual is available on the portal for guidance.

  • SPIAs (Special Project Implementing Agencies) are responsible for uploading candidate details.
