PMAGY Scheme: Integrated Development for SC Majority Villages in IndiaScheme StatusScheme Status

Launched during 2009-10, the Pradhan Mantri Adarsh Gram Yojana (PMAGY) is designed for the integrated development of Scheduled Castes majority villages. The scheme achieves this through:
Convergent implementation of existing Central and State/UT schemes
Gap-filling funds of up to ₹20,00,000 per village for activities not covered under current schemes
In its pilot phase, 1000 villages from Tamil Nadu (225), Rajasthan (225), Bihar (225), Himachal Pradesh (225), and Assam (100) were declared as ‘Adarsh Gram’ by the respective State Governments.

Benefits

Physical Infrastructure:
  – Connected to the nearest major road by an all-weather road; all hamlets interconnected
  – Safe drinking water available on a sustainable basis
  – Electricity in all houses
  – Slush-free internal roads with adequate street lighting
  – Communication facilities: post-office, telephones, internet (if possible), and Bharat Nirman Common Service Centre
  – Banking facilities via brick-and-mortar branches or Business Correspondent models
  – Adequate housing with no homeless families

Sanitation and Environment:
  – Village free from dry latrines and open defecation; sanitary toilets, drains, and efficient waste disposal meeting Nirmal Gram Puraskar norms
  – Environmental care through tree planting, water harvesting, maintenance of water bodies, and use of renewable energy (biogas, solar, wind, smokeless chulhas)

Social Infrastructure, Human Development, and Social Harmony:
  – Presence of an Anganwadi center and appropriate schools
  – Adequate and attractive buildings for Anganwadi, school, health center, panchayat, and community hall; facilities for sports and physical activities
  – Full enrollment of children in Anganwadi (ages 3–6) and schools (ages 6–14)
  – Functional literacy among adults and access to continuing education
  – Access to primary health care and Reproductive Child Health (RCH) facilities with proper maternal care
  – 100% institutional deliveries, full immunization of children, and observance of the small family norm
  – Special care for women, children (especially girls), senior citizens, and persons with disabilities
  – Active Gram Sabha/Gram Panchayat, women’s Self-help Groups, youth clubs, and Mahila Mandals
  – Eradication of caste-based discrimination and untouchability, ensuring dignity and security
  – Awareness and exercise of constitutional rights and civic duties

Livelihood:
  – Employment opportunities and skill development for youth and adults
  – Adoption of progressive practices using new technology in agriculture, animal husbandry, fisheries, etc.
  – Remunerative pricing for agricultural and village products

Eligibility

• Applicable to villages with more than 50% SC population
• Total village population must exceed 500
• Selection is based on descending order of the SC population as per Census 2011
