Eligibility

    The company must be engaged in manufacturing, production, or rendering technical services. Companies involved in contract research are eligible if they maintain independent R&D infrastructure.
  • Location:
    R&D unit(s) must not be located in residential areas; they should operate on-premises with proper authorization from the relevant Central/State Government.
  • Infrastructure and Manpower:
    Independent infrastructure for R&D (minimum area: 1000 sq. ft.) and adequate technically qualified manpower are required.
  • Operational Status:
    At the time of application, the R&D unit(s) must be functional with well-defined, time-bound R&D programmes aimed at developing innovative products or technologies.

For Biotech Start-Ups

  • Nature of Business:
    The applicant should be a biotech start-up engaged in high-end research with potential for generating intellectual property (IP) and revenue.
  • R&D Infrastructure:
    The start-up must have qualified R&D manpower and a basic minimum R&D infrastructure.
  • Focused Objectives:
    A clear business model, focused research objectives based on innovative and advanced technologies, and documented collaborations (e.g., agreements, MOUs with Incubator Centres or Technology Parks) are required.
  • Funding Proposals:
    Submission of a list of biotechnology-based project proposals approved or submitted for Government of India funding is necessary.

Other Recognition Criteria

  • The company must articulate a long-term R&D policy, which should be prominently displayed in the R&D unit.
  • R&D activities must be distinct from routine operations (like production and quality control) and conducted in a separate or clearly demarcated space.
  • R&D units should maintain separate books of accounts with expenditures recorded as incurred, and R&D spending (capital and revenue) should be clearly reflected in the company’s Annual Report and Statement of Accounts.
