The “Gujarat Textile Policy” is an umbrella scheme by the Industries and Mines Department, Government of Gujarat, aiming to boost investments and strengthen the entire textile value chain. Effective from October 1, 2024, to September 29, 2029, the policy promotes garments, apparel, made-ups, and technical textiles industries with an emphasis on green and sustainable growth.

The component “Payroll Assistance (Fiscal Incentives to Labour Intensive Unit)” supports industrial units by offering financial assistance for wages to encourage employment generation.

Eligibility

  • The industrial unit must be recognized as a Labour Intensive Unit.

  • Applicable to Garment, Apparel & Made-ups, and Technical Textile sectors, including Composite Units.

  • Workers must be domiciled in Gujarat and registered under the EPF scheme.

  • The unit must apply within one year from the Date of Commercial Production (DoCP).

Application Process

Mode: Offline

Application for Registration:

  1. Submit the application to the Industries Commissioner in the prescribed format with all necessary documents within 1 year of loan disbursement/start of production/policy operative date.

  2. Upon verification and approval, the Registration Certificate will be issued.

Application for Provisional/Final Eligibility Certificate:

  • MSME Units (GFCI up to ₹10 Cr): Apply to the General Manager, District Industries Center.

  • MSME Units (GFCI above ₹10 Cr to ₹50 Cr): Apply to the MSME Commissioner within 1 year from DoCP or GR issuance date.

  • Other than MSMEs: Apply to the Industries Commissioner within 1 year from DoCP or Registration Certificate date.
