The Gujarat Textile Policy is a comprehensive initiative by the Industries and Mines Department, Government of Gujarat, aimed at boosting investments and sustainability in the textile sector. Effective from October 1, 2024, to September 29, 2029, the policy focuses on building a robust textile value chain, reducing carbon footprint, and promoting employment through various financial incentives.
The Payroll Assistance component is designed to support textile industrial units, especially in Garment, Apparel, Made-ups, and Technical Textile sectors, by reimbursing part of their wage expenses. This not only promotes job creation but also encourages industries to employ local talent, especially women.

Eligibility
• Industrial units in Garment, Apparel & Made-ups and Technical Textiles (including Composite Units)
• Workers must be domiciled in Gujarat and registered under EPF
• Units must apply within 1 year from the Date of Commercial Production (DoCP)
Exclusions
• Units that have already availed EPF reimbursement under any other Central/State Government scheme for the same period are not eligible under this policy for that duration.

Registration Process:
Step 1: Apply to the Industries Commissioner using the prescribed format within 1 year from loan disbursement, DoCP, or policy operative date (whichever is later)
Step 2: Upon document verification, a Registration Certificate is issued
Eligibility Certificate Application:
• MSME (GFCI ≤ ₹10 Cr): Apply to General Manager, District Industries Center after DoCP
• MSME (GFCI ₹10 Cr – ₹50 Cr): Apply to MSME Commissioner within 1 year from DoCP or GR date
• Non-MSMEs: Apply to Industries Commissioner within 1 year from DoCP or registration certificate date
