Gujarat Textile Policy: Assistance to SHG for Job WorkScheme StatusScheme Status

The “Gujarat Textile Policy” was introduced by the Industries and Mines Department, Government of Gujarat to boost investments across all segments of the textile value chain. Effective from October 1, 2024, to September 29, 2029, the policy emphasizes sustainability and environmental protection while encouraging growth in garments, apparel, and technical textiles.

The component “Assistance to SHG for Job Work” focuses on empowering Self-Help Groups (SHGs), particularly those with women members, by supporting their job work activities through financial assistance and payroll incentives.

Benefits

Activity Quantum
Training Assistance ₹5,000/- per month per member for a period of 3 months
Payroll Assistance 25% of job work value turnover, limited to ₹5,000/- per month per member for 5 years

Note: SHGs independently engaged in manufacturing (not doing job work) are not eligible for these incentives.

Eligibility

  • The SHG must have at least 25 female members.

  • Assistance is only available for female members of the SHG.

  • The industrial unit must pay ₹5,000/- per month per female worker in addition to job work charges.

  • The SHG should be engaged in job work for industrial units.

Application Process

Mode: Offline

Application for Registration:

  1. Submit the application to the Industries Commissioner in the prescribed format within one year from:

    • Loan disbursement, or

    • Production start, or

    • Policy operative date (whichever is later).

  2. Upon verification, a Registration Certificate will be issued by the Commissioner.

Application for Provisional/Final Eligibility Certificate:

  • MSME Units (GFCI ≤ ₹10 Cr): Apply to the General Manager, District Industries Center.

  • MSME Units (₹10 Cr < GFCI ≤ ₹50 Cr): Apply to the MSME Commissioner within one year from DoCP or GR issuance date.

  • Other than MSMEs: Apply to the Industries Commissioner within one year from DoCP or from registration certificate issuance date.
