Launched in 2012 by the Department of Industries, Government of Goa, this scheme is aimed at protecting and promoting the traditional occupation of Goan bakers (poders). It provides financial assistance in the form of subsidies for the purchase of maida (flour) required for producing essential Goan breads such as “Pao,” “Undho,” “Poie,” and “Kakon.” The scheme, implemented by the Goa Handicrafts, Rural & Small Scale Industries Development Corporation Ltd. (GHRSSIDC), also seeks to maintain the price of a 50 gm “Pao” at ₹3 for the next 5 years and supports bakers who have been in the business for at least 20 years.

- Subsidy Structure Based on Daily Maida Consumption:
- Category A:
Bakers using ≤ 50 kg of maida per day receive a cash subsidy of ₹4 per kg. - Category B:
Bakers using 51–100 kg per day receive:- ₹4 per kg for the first 50 kg, and
- ₹2 per kg for the remaining quantity.
- Category C:
Bakers using 101–150 kg per day receive:- ₹4 per kg for the first 50 kg,
- ₹2 per kg for the next 50 kg, and
- ₹1 per kg for the remaining quantity.

Subsidies are disbursed every quarter. - Consumption Limit:
No subsidy is provided for maida consumption beyond 150 kg per day.
Eligibility
To qualify for the scheme, traditional Goan bakers (poders) must:
- Be engaged in the production and selling of traditional Goan breads (e.g., Pao, Undho, Poie, Kakon).
- Be registered with The All Goa Bakers Association, registered under the Societies Registration Act, 1860.
- Have been in the traditional bakery business for at least 20 years.
- Be a Goan resident by birth.
- Have a recommendation from the All Goa Bakers Association.
Application Process
Offline Process
- Complete the Application Form:
- Download and complete the application form (Annexure I) and attach the required documents, including an affidavit declaring the accuracy of the application contents.
- Submission:
- Submit the completed form along with the required documents to the Goa Handicrafts, Rural & Small Scale Industries Development Corporation Ltd. (GHRSSIDC).
- Quarterly Claims:
- For quarterly subsidy claims, submit the maida purchase bills for the relevant quarter along with a separate application form (Annexure II) within 30 days after the quarter ends.

- Permanent SSI Unit Registration or an Acknowledgement of Entrepreneurship Memorandum Part-II (EM) from the Directorate of Industries, Trade & Commerce, Government of Goa.
- License from the Department of Legal Metrology (previously, Department of Weights & Measures).
- Certification from the Village Panchayat/Municipal Corporation, duly certified by the BDO, confirming 20 years of engagement.
- House Tax/Trade Tax receipts for the last 20 years, certified by the BDO.

- For the remaining 30 kg: 30 kg × ₹2 = ₹60
- Total subsidy per day = ₹260.
- If a baker uses 120 kg per day, they fall under Category C:
- For the first 50 kg: 50 kg × ₹4 = ₹200
- For the next 50 kg: 50 kg × ₹2 = ₹100
- For the remaining 20 kg: 20 kg × ₹1 = ₹20
