The scheme “Goa State Best Library and Best Librarian Award” has been designed by the Directorate of Art and Culture, Government of Goa envisaging grant of awards for one meritorious Library and one Librarian serving either in any Government or Government–aided Libraries in the State of Goa, which include the Public/Academic/Special/Research Libraries every year.
Objective
To honor and encourage libraries and librarians for their outstanding contributions to the library movement and for fostering a love for reading and knowledge among the community.

Eligibility
For Library:
- Must have been operational for a minimum of 15 years.
- Must have at least 100 registered members for the past 5 years.
- Should maintain a minimum collection of 2,500 books and periodicals in readable condition.
- Should have proper infrastructure with retrieval facilities, a spacious area (minimum 40 sq. mts.), and good ventilation.
- Must conduct regular programs to enhance reading habits and knowledge among members.
- Should maintain up-to-date library records.
- Only one well-maintained library from Goa will be awarded each year.
For Librarian:
- Must be born in Goa or have been a resident of the state for at least 15 years.
- Should have a minimum of 10 years of continuous service as a librarian or section-in-charge in a reputed library in Goa.
- Should have actively contributed to library development and inculcating reading habits.
- The award is not conferred posthumously unless the individual has been recommended before their passing.
- The award covers librarians from Government or Government-aided Public, Academic, Special, or Research Libraries.
Exclusions
- Libraries operating for less than 15 years are not eligible.
- Posthumous awards are not permitted unless the recommendation was made before the individual’s death or within one year of their retirement/passing.
