Introduced in the year 2017-18, CMLH is a unique intervention program/scheme with the objective of providing hand-holding support in the form of free-of-cost remedial coaching for English, Mathematics, and Science, to the students from minority, OBC, or SC communities of the State of Manipur. Government-run schools, recognized private schools or reputed registered Private Coaching Centers will be empanelled as Coaching Centres (CC), based on the availability of logistics and manpower for running the coaching classes. The coaching is intended to help eligible students who are very weak in their studies to achieve higher grades/marks in the subjects covered by the coaching.
Objectives
The primary goal of the CMLH Programme is to provide additional support to academically weaker students from economically disadvantaged backgrounds, ensuring they do not drop out of school due to their academic struggles. The scheme also aims to help students achieve better performance in the Board exams by improving their subject knowledge and overall confidence.
Benefits
For the Student:
- Free remedial coaching for English, Mathematics, and Science.
- Coaching will be provided based on the syllabus prescribed by the Board of Secondary Education, Manipur (BOSEM).
Session Structure:
- Minimum of 3 periods of 45 minutes each, on coaching days.
- Coaching duration for each class is 6 months.
- Class size is limited to 40 students.
Manpower and Infrastructure:
- Qualified teachers for each subject, holding at least a graduate degree.
- Centre Coordinator to ensure smooth operation of the Coaching Centre (CC).
- Essential infrastructure like toilets, safe drinking water, benches, desks, fans, and electricity connections.
For the Coaching Institution:
- Funds are provided in installments linked to the number of students enrolled, attendance, coaching quality, and academic progress:
- First Installment: 40% advance after signing the agreement.
- Second Installment: 40% after 90% attendance and fund utilization.
- Third Installment: 10% after course completion and satisfactory feedback.
- Fourth Installment: 10% after at least 80% students appear for their final academic assessment and clear the exam.
Eligibility
Eligibility of the Student:
- Citizenship: Must be a citizen of India.
- Residency: The student must be a resident of Manipur.
- Academic Status: Must be a student of Class 8th to 10th in a government school or an institution receiving government aid.
- Community: Must belong to the Scheduled Caste (SC), Other Backward Class (OBC), or Minority community as per government definitions.
Ranking and Preference:
- Economic Ranking: Priority is given based on family income. If two students have the same income, priority is given to those with more family members. If the family size is also the same, the older student will be ranked higher.
- Academic Ranking: Students are ranked based on the marks secured in their last exam. In case of a tie, older students are given higher preference.
- Final Ranking: A final rank will be formed by combining both economic and academic ranks. Students with a higher academic rank will be prioritized in case of a tie.
Reservation:
- 30% of seats are reserved exclusively for girl students.
