The Chief Minister’s College Students Rehabilitation Scheme (CMCSRS) is implemented by the Directorate of University & Higher Education, Government of Manipur to support undergraduate students affected by social unrest. The scheme ensures that these students can continue their education without interruption by facilitating college transfers, free admission, financial assistance, and IT gadgets.
Objectives
- Facilitate college transfers for affected students.
- Provide free admission and fee waivers in Government & Government-Aided Colleges.
- Offer financial grants for books, stationery, uniforms, and miscellaneous needs.
- Reduce dropout rates in undergraduate education, in line with NEP 2020.
- Maintain a healthy Gross Enrolment Ratio (GER) in Manipur’s colleges.
- Support hybrid/blended learning by providing IT gadgets and software.

Component 1: Directly Affected Students
- College transfer (as per student’s request).
- Free admission for 2023-24 (Admission fee waived between ₹5,000 – ₹9,000 based on course/stream).
- One-time rehabilitation grant of ₹10,000:
- ₹5,000 for books & stationery
- ₹2,000 for uniform
- ₹3,000 for miscellaneous expenses
- Free Smartphones under CMCMESS.
- Free sanitary pads & sports equipment for girl students under UHEHFS.
Component 2: Inter-College Transfer Facility
- College transfer (as per student’s request).
- Free admission for 2023-24 (Fee waiver of ₹5,000 – ₹9,000, wherever applicable).
