A scheme to provide financial assistance to a non-pensioner Ex-Servicemen of all ranks and widows to meet medical expenses related to treatment of approved serious diseases like cancer, renal failure, knee replacement and heart surgery.
Expenditure must be incurred at a approved govt hospital at the rates applicable under CGHS / ECHS.

Treatment of Other Diseases
If an ex-serviceman or widow requires treatment for a serious disease not listed above, their application will be referred to the Director General Armed Forces Medical Services (DGAFMS) for review and approval under this scheme.
Benefits
- Financial assistance up to ₹1,25,000 (one-time) for the treatment of serious diseases.
- For cancer and dialysis patients, financial assistance up to ₹75,000 per annum.
- For non-pensioner officers/widows: 75% of the total expenditure on medical treatment, hospitalization, and medicines.
- For non-pensioner other ranks/widows: 90% of the total expenditure on medical treatment, hospitalization, and medicines.
Note:
- Treatment must be undertaken only in approved government hospitals.
- Rates applicable should be as per CGHS/ECHS guidelines.
Eligibility
- The applicant must be a non-pensioner ex-serviceman or a widow of a non-pensioner ex-serviceman.
- The applicant should not be a member of ECHS or availing AFMS facilities.
- The applicant must be recommended by the respective Zila Sainik Board (ZSB).
- Expenditure must be incurred at an approved government hospital at CGHS/ECHS rates.
Application Process
Online
- Visit the official website of Kendriya Sainik Board Secretariat (KSBS): https://ksb.gov.in/
- Click on “Register” on the homepage.
- Fill in the registration form with all required details.
- Upload a photograph and click “Save”.
- You will receive a confirmation email with login credentials.
- Click on the activation link in your email and log in to the KSB portal.
- Select the scheme and fill in the application form with required details.
- Upload attested copies of supporting documents (attested by Zila Sainik Welfare Officer).
- Submit the application online.
Processing at Kendriya Sainik Board (KSB) Secretariat
- The ZSWO will verify applications and provide an appointment for verification.
- After successful verification, ZSWO recommends the application and forwards it to KSB via Rajya Sainik Boards (RSBs).
- The KSB Secretariat reviews applications and uploads them for approval by JD (Welfare).
Payment Procedure
- After approval by the Secretary, KSB, the application is sent for payment processing.
- The Welfare Section verifies details, including service number, name, bank IFSC code, and account number.
- The Accounts Section processes the approved cases for direct transfer to the beneficiary’s bank account via ECS.

Documents Required
Applicants must submit attested copies of the following documents (attested by ZSWO):
- Complete Service Discharge Book/Documents
- Photocopy of ESM/Widow Identity Card
- Original medical bills (countersigned by the attending doctor)
- Hospital admission and discharge reports (countersigned by hospital authority)
- Self-declaration stating that no reimbursement or medical allowance has been taken from the State Govt or current employer
- Bank account details (in PNB/SBI only) with IFSC code
