This scheme provides term loans for Safai Karamcharis, Manual Scavengers, and their dependents to support the construction, operation, and maintenance of pay and use community toilets. Loans are disbursed through State Channelising Agencies (SCAs), Regional Rural Banks (RRBs), and Nationalised/Public Sector Banks (PSBs) under guidelines of the NSKFDC.
Benefits & Loan Details
- Loan Quantum:
- Up to ₹25.00 lacs for establishing a unit of a 10-seater community toilet.
- Interest Rate:
- Fixed at 4% per annum.
- Interest Rebates:
- 1% per annum rebate for women beneficiaries.
- 0.5% per annum rebate for timely repayment.
Repayment & Moratorium Periods
- Repayment Period:
- Loan repayment is structured over 10 years after an initial implementation period of 180 days and a moratorium period.
- Moratorium Period:
- A total of 12 months (6 months of implementation + 6 months additional moratorium) before repayment commences.
Eligibility Criteria
Eligible beneficiaries include:
- Individual Beneficiaries:
- Safai Karamcharis (including waste pickers) and identified manual scavengers, along with their dependents (aged 18 years and above).
- Organizations:
- Registered co-operative societies of the target group.
- Legally constituted associations/firms promoted by the target group.
- Certification Requirement:
- Beneficiaries must produce a certificate from a competent local authority (e.g., Revenue Officer, Municipal Officer, Cantonment Executive, etc.).
- Under the MS Act, 2013, persons listed as manual scavengers in the final state list are exempt from needing additional certification.
- Note:
- Domestic workers are not eligible under this scheme.
Application Process
Submission Channels:
- Offline:
- Applications are submitted by beneficiaries to the District Offices of SCAs of NSKFDC, RRBs, or Nationalised Banks.
- Processing:
- Applications are forwarded to head offices for project proposal appraisal by the respective channelising agencies.
- The Project Appraisal Committee of NSKFDC reviews and, upon approval by the board of directors, sanctions the project.
- Disbursement:
- Once terms and conditions are accepted, funds are released upon receipt of a demand from the channelising agency, in accordance with NSKFDC’s Lending Policies & Guidelines.
