The Chief Minister’s Adarsh Gram Yojana 2017 is an ambitious initiative by the Government of Arunachal Pradesh aimed at transforming 60 villages into model villages. Salient Features
- Model Village Development:
- 60 model villages will be developed, with one village selected per Legislative Assembly Constituency.

- Works include the installation of piped water supply, electrification (including solar lighting), construction of pucca houses for BPL families, community toilets (dovetailed with Swachh Bharat Mission – Rural), irrigation canals, renovation of primary schools and health centers, drainage facilities, internal roads, and market sheds.
- Financial Management & Monitoring:
- The Block Development Office serves as the nodal implementing agency.
- Funds are released in phases based on the submission of approved estimates and utilization certificates:
- Phase 1: 33.33% (Rs. 50 lakhs) is released to initiate work.
- Phase 2: Another 33.33% (Rs. 50 lakhs) is released on submission of the first utilization certificate.
- Final Phase: The remaining 33.33% (Rs. 50 lakhs) is disbursed after the completion of remaining work.
- Quarterly progress reports with photographs are submitted by the Deputy Commissioner to the Department of Planning, Finance & Investment.
- Convergence with Other Schemes:
- The scheme will converge with other state and central schemes (e.g., MLALAD) for optimal resource utilization.
Implementation Structure
District Committee
- Composition:
- Chaired by the Deputy Commissioner, including all Heads of Offices of the district and the local MLA.
- Functions:
- Identify and select beneficiary villages.
- Transfer approved resources to a dedicated current account.
- Approve funds in three instalments based on phased work completion.
- Monitor progress, conduct audits, and submit quarterly reports.
Block Development Office & Gram Panchayat
- Role:
- Open a dedicated current bank account jointly operated by the Block Development Officer (BDO) and Executive Officer.
- Conduct Participatory Rural Appraisal (PRA) exercises to develop social and resource maps.
- Identify deficiencies and develop a “shelf of works” which is then validated in the Gram Sabha.
- Prepare estimates and submit them for approval.
- Monitor work progress and prepare the Project Completion Report with before-and-after photographs.
Eligibility
- Beneficiary Villages:
- The scheme targets 60 villages selected on the basis of potential for rapid development and convergence with existing social welfare initiatives.
- Community Involvement:
- All villagers, particularly those from economically weaker sections, are encouraged to participate.
- Workforce Requirement:
