Jal Jeevan Mission (JJM) was launched with the goal of providing functional household tap connections (FHTC) to every rural household in India. It aims to ensure safe drinking water for all rural communities, with a special focus on sustainability through water source management, grey water management, and rainwater harvesting. The scheme follows a community-based approach and emphasizes voluntary ownership, community participation, and sustainability.
JJM will also prioritize areas with water quality issues, drought-prone regions, desert areas, and Sansad Adarsh Gram Yojana (SAGY) villages. The mission is to promote the involvement of local communities, ensuring that water management becomes everyone’s responsibility.
Objectives of the Scheme
- Universal Water Supply:
- To provide FHTC to all rural households, schools, anganwadi centres, GP buildings, health centres, wellness centres, and community buildings.
- Prioritization:
- Prioritize the provision of FHTCs in quality-affected areas, drought-prone, and desert areas.
- Community Ownership:
- Promote and ensure voluntary ownership by encouraging community contributions in cash, kind, or voluntary labour (shramdaan).
- Sustainability:
- Ensure sustainability of the water supply system through proper water source management, infrastructure, and funds for regular operation and maintenance (O&M).
- Human Resource Development:
- Develop skilled human resources in areas like construction, plumbing, water quality management, treatment, and catchment protection.
- Awareness:
- Raise awareness about safe drinking water and engage stakeholders in the mission.
Benefits of the Scheme
- Functional Household Tap Connections (FHTC):
- Provides FHTC for households, schools, anganwadi centres, and community buildings, with priority for quality-affected areas and drought-prone villages.
- Three Delivery Points per Household:
- Every household will have three delivery points (taps): kitchen, washing & bathing area, and toilet. However, only one tap per household will be funded under JJM.
- Sustainability of Water Supply Systems:
- Ensures the long-term sustainability of water supply systems by maintaining water sources, supply infrastructure, and providing funds for regular operation and maintenance.
- Voluntary Ownership & Community Involvement:
- Encourages communities to participate in the maintenance and ownership of water supply systems.
- Human Resource Development in Water Management:
- Trains people in the sector to handle construction, plumbing, water quality, and water treatment, both in the short and long term.

- Builds awareness on the importance of safe drinking water and engages various stakeholders in making water everyone’s responsibility.

Application Process (Offline)
- No direct application required:
- State Governments/UT Administration will implement the mission based on finalized State Action Plans (SAP) and timelines.
- The mission is carried out by DWSM (District Water and Sanitation Mission), in consultation with the Gram Panchayat and ISA.
- Village Assessment:
- Each village will be assessed for existing water supply infrastructure, and FHTCs will be provided accordingly by retrofitting existing schemes or building new infrastructure.

- How will water be provided to households where tap water connections are not feasible?
- In areas where tap connections are not feasible, alternative water supply systems will be designed, such as mini solar power-based water supply systems or regional water supply schemes.
