The Ministry of Social Justice and Empowerment launched the loan-based Pay and Use Community Toilets program. By giving them financial support for the building, running, and upkeep of Pay and Use Community Toilets, it seeks to help Safai Karamcharis, Manual Scavengers, and their dependents (18 years and older).
In addition to providing hygienic facilities, this program seeks to enable Safai Karamcharis and Manual Scavengers to participate in sanitation efforts and enhance their standard of living.
Under this scheme:
- Loans of up to ₹25.00 lakh can be availed for setting up a 10-seater toilet.
- The loan is offered at 4% interest, with rebates for women beneficiaries and those who make timely repayments.

Eligibility Criteria
- Eligible Beneficiaries:
- Safai Karamcharis, Manual Scavengers, and their dependents aged 18 years or above.
- Registered Co-operative Societies:
- Co-operatives of Safai Karamcharis or Manual Scavengers.
- Legally Constituted Associations/Firms:
- Associations or firms formed by the target group.
- Certificate from Competent Authorities:
- A certificate from relevant authorities such as local Revenue Officers, Municipal Officers, Gazetted Officers, Sarpanch, or Head of Municipal Bodies is required.
- Exclusion:
- Domestic workers are not eligible for this scheme.

Online Application Process:
- Visit the Official Portal:
- Access the official NSKFDC portal or the designated State Channelising Agency (SCA) website.
- Submit Application:
- Submit the application form with relevant details and documents.
- Review and Appraisal:
- The Project Appraisal Committee of NSKFDC reviews and approves the application.
- Loan Sanction and Release:
- After approval, the loan is sanctioned by SCA, RRBs, or Nationalized Banks and released to the beneficiaries.
Offline Application Process:
- Visit District Offices:
- Applicants can submit their applications at the district offices of SCAs, RRBs, or Nationalized Banks.
- Project Proposal Evaluation:
- The proposals are evaluated and sent for appraisal to NSKFDC.
