Swachh Bharat Mission – Grameen (SBM-G): Objectives, Activities, Benefits, and Application Process

The Indian Prime Minister had launched Swachh Bharat Mission – Grameen (SBM-G) on October 2, 2014, to end open defecation and ensured that everyone in rural India has access to sanitary facilities. All the villages, Gram Panchayats, Districts, States, and Union Territories were to be “open-defecation free” (ODF) by the 150th anniversary of Mahatma Gandhi’s birth on October 2, 2019. Over 100 million toilets were built to do this in rural India.

Maintaining ODF habits and providing interventions for the proper management of solid and liquid waste are the mission’s key objectives for Phase II: ODF-Plus.


Activities Under the Scheme

  1. Construction of Individual Household Latrines (IHHL) 
  2. Community Sanitary Complexes (CSC) 
  3. Activities pertaining to Solid Liquid Waste Management (SLWM) Information, 
  4. education, and communication (IEC) initiatives Human resource development (HRD)-related activities

Order of Preference for Beneficiaries

  • BPL (Below Poverty Line)
  • APL (Above Poverty Line)
  • SC/ST (Scheduled Castes and Scheduled Tribes)
  • Persons with Disabilities
  • Widows/Old Age Pensioners
  • Landless Laborers with Homestead
  • Small Farmers
  • Marginal Farmers
  • Women-Headed Households

Benefits of the Scheme

  • Financial Support:
    ₹12,000 for both APL and BPL rural households to build toilets, which also includes provisions for storage for handwashing and cleaning of the toilet.
  • Incentives:
    Payments may be provided either in cash or in the form of construction materials or credit vouchers for such materials.

Eligibility Criteria

This scheme is available for rural households that do not have access to an individual household toilet.

Exclusions:

  • All houses constructed with Central and/or State assistance should include a safe sanitation facility.
  • Pradhan Mantri Awas Yojana – Gramin (PMAYG) includes provisions for functional toilets in the houses built under the scheme.

Application Process

Applications can be made through offline or online methods.

  • Online: Applicants may visit the official portal for further details.
  • Offline: The construction of household toilets can be undertaken by individual beneficiaries with support from agencies, or a community model through agencies within the village.

Verification:
The government ensures the quality of the toilets by conducting sample physical verification by its officers.
