The Department of Posts, Ministry of Communications has launched a Scholarship Scheme called “Deen Dayal SPARSH Yojana” to award children in the class category of Standard 6th to 9th. It is proposed to award annual scholarships to students who have good academic records and are also pursuing ‘Philately’ as a hobby. The objective of the scholarship is to “Promote Philately among children at a young age in a sustainable manner that can reinforce and supplement the academic curriculum in addition to providing a hobby that can help them relax and de-stress”.
Number of Scholarships
- A total of 920 scholarships are awarded annually across India.
- Each Postal Circle awards 40 scholarships, selecting 10 students each from Classes 6, 7, 8, and 9.
Benefits of the Scheme
1. Scholarship Amount
- Selected students receive a scholarship of ₹6,000 per annum (₹500 per month).
- Payments are made quarterly (₹1,500 every quarter) through IPPB/POSB accounts.
2. Renewal Criteria
- The scholarship is valid for one year.
- Students can reapply each year, provided they continue to meet eligibility criteria.
3. Philately Mentors
- Each participating school is assigned a Philately Mentor, who helps:
- Form Philately Clubs at schools.
- Guide students in Philately projects.
- Offer mentorship to enhance knowledge in Philately.
Eligibility Criteria
- The applicant must be a regular student in Classes 6 to 9.
- The applicant must be studying in a recognized school in India.
- The applicant must be a member of a Philately Club in their school.
- If the school does not have a Philately Club, students with a Philately Deposit Account will be considered.
- The applicant must have scored at least 60% marks in their last final examination.
- SC/ST students get a 5% relaxation (i.e., they must score at least 55%).
Application Process
Offline Application
- Download the Deen Dayal SPARSH Yojana application form from the official website.
- Fill out the form completely and attach the required documents.
- Submit the application by Registered Post, Speed Post, or in-person to the concerned Regional or Divisional Postal Head.
- Schools can apply on behalf of students by submitting applications collectively in a single envelope.
Selection Process
- Philately Quiz:
- Every Postal Circle will conduct a Philately Quiz to test students’ knowledge.
- The list of quiz topics is provided in the official notification.
- Philately Project Submission:
- Shortlisted candidates must submit a Philately Project based on topics provided by the Postal Circle.
- The project is evaluated by a committee consisting of Postal Officials and Philately Experts.
- Final Selection:
- Each Postal Circle will select 40 awardees (10 from each class).
- The final list is submitted to IPPB/POSB for scholarship disbursement.
