Financial Assistance for Child Victims of Violence in Jammu & Kashmir: Education & Rehabilitation Support

The Financial Assistance to the Child Victims of Violence under the National Foundation for Communal Harmony (NFCH) is a financial support scheme by the Social Welfare Department, Government of Jammu and Kashmir. The scheme aims to provide financial assistance for the physical and psychological rehabilitation of child victims of communal, caste, ethnic, and terrorist violence, with special focus on their education and vocational training. Objectives:

Benefits:

  1. General Education:

    • Children in Class A & B cities receive ₹800/- per month until the age of 18 years.
    • Children in other areas receive ₹750/- per month until they turn 18 years old.
  2. Training/Vocational Education:

    • An additional ₹150/- per month will be provided to children pursuing vocational education, alongside the general education assistance.
  3. Group Personal Accident Insurance:

    • Death: ₹25,000/-
    • Loss of two limbs or one limb and one eye: ₹25,000/-
    • 100% permanent disability other than the above: ₹25,000/-
    • Reimbursement of Medical Expenses: Up to ₹500 for medical expenses for injury treatment in hospital or nursing home, based on a medical certificate.

Eligibility:

  • Citizenship: The applicant must be an Indian citizen and a permanent resident of Jammu & Kashmir.
  • Age: The applicant must be under 18 years (exceptionally, up to 21 years).
  • Orphan/Destitute Status: The child must be an orphan or destitute, and the primary breadwinner must have been killed or permanently incapacitated due to violence.
  • BPL Status: The applicant’s family must fall under the Below Poverty Line (BPL) category.
  • No Other Regular Assistance: The applicant should not be receiving benefits from any other scheme.

Application Process:

Offline Application:

  1. Step 1: Visit the District Social Welfare Office (DSWO) or Deputy Commissioner’s Office to collect the application form.
  2. Step 2: Complete the application form, paste a signed passport-sized photo, and attach self-attested documents supporting the claim.
  3. Step 3: Submit the completed form along with the required documents to the DSWO.
  4. Step 4: Obtain a receipt/acknowledgment for the successful submission.

Post-Application Process:

  1. A District Committee (headed by the District Magistrate/Collector/Deputy Commissioner) will review the applications and verify eligibility.
  2. The Committee will send their recommendations to the National Foundation for Communal Harmony (NFCH).
  3. Upon sanctioning, the District Magistrate will open a separate bank account for the beneficiary.
  4. Payments will be made through bank drafts or pay checks to the guardian of the student.
