The scheme “e-Medhabruti” is a Scholarship Scheme by the Higher Education Department, Government of Odisha. The objective of the scheme is to provide financial assistance of up to ₹ 20,000 to meritorious students of Odisha whose parental income does not exceed ₹ 6,00,000. The number of scholarships that are awarded every year is 14,500. The scholarship is provided for the complete duration of the course. The student can apply for e-Medhabruti Scholarship only in the year of joining (i.e. 1st year of the course).

Remarks:
The number of scholarships under each category may be increased by the government depending on the number of eligible students applying and validated in the respective categories.
Duration of the Scholarship:
The scholarship is provided for the total duration of the course. The amount is disbursed as a one-time scholarship for the entire course duration in the first semester/year. If a student switches to another course (e.g., professional courses like engineering or medical), they are eligible for the differential amount if the new course offers a higher scholarship amount. This differential amount will also be released in the first semester/year of the new course.
Mode of Disbursement:
The scholarship is paid through Direct Benefit Transfer (DBT) mode, directly into the student’s bank account.

- The student must have an active and valid bank account in a scheduled bank with Electronic Clearing System (ECS) or Core Banking.
- The bank account must be in the student’s name, and accurate details (account number and IFSC code) must be provided for smooth transfer.

Courses Applicable:
- Undergraduate Merit: For students pursuing a 3-year +3 Degree Course (B.A., B.Sc., B.Com) or courses such as BBA, BCA, BJMC, etc.
- Postgraduate Merit: For students pursuing non-professional P.G. courses in Arts, Commerce, Science, etc., where a Degree in Arts, Science, or Commerce is required.
- Technical & Professional Merit: For students pursuing undergraduate professional courses (e.g., B.E./B.Tech, MBBS, BDS, BCA, B.Pharm, etc.) recognized by the respective government regulatory bodies.
Eligibility Conditions:
- Permanent Resident: The student must be a permanent resident of Odisha.
- Income Criteria: The income of the student’s parents/guardians from all sources should not exceed ₹6,00,000 per annum.
- Academic Requirements: The student must have secured a minimum of 60% marks in the previous qualifying examination.
- First-Year Application: Students can apply only in the year they are joining the course (1st year).
Eligibility Based on Scholarship Type:
- U.G. Merit: Must have passed +2 (Class XII) from CHSE, Odisha or equivalent with 60% marks, and pursuing a regular +3 Degree course in recognized colleges/universities.
- P.G. Merit: Must have passed +3 Degree or equivalent with 60% marks and pursuing a regular P.G. course in eligible disciplines.
- Technical & Professional Merit: Must have passed +2 (CHSE/CBSE/ICSE) or +3 Degree with 60% marks and pursuing a regular technical or professional course in colleges/institutions recognized by regulatory bodies.
Merit-Based District-Wise Selection:
- Selection Process: The final merit list is drawn based on the percentage of marks obtained in the previous qualifying examination (district-wise). In case of a tie in marks, parental income is considered, and the student with a lower income gets preference.
- For CBSE/ICSE students, CGPA is converted to percentage using the formula:
Percentage (%) = CGPA × 9.5
Exclusions:
- Students pursuing studies through open universities or distance learning.
- Students already receiving a scholarship from other state or central government schemes.
- Students enrolled in diploma courses are not eligible for the technical/professional merit scholarship.
- M.Phil., Ph.D., B.Ed., and M.Ed. students are not eligible for UG, PG, or Technical & Professional Merit Scholarship.
- Students in colleges/institutions not recognized by regulatory bodies (e.g., AICTE, MCI).
- Students studying abroad.
- Students completing one technical/professional course and pursuing another similar course are ineligible.
- Students not validated by the concerned institution during the 1st year of admission.
