In 2014-15, the Ministry of Education and the UGC initiated a scheme called the Ishan Uday Special Scholarship Scheme. It was intended to increase the reach of higher education in the NER through student financial aid by providing students coming from the weaker sections of society with support to pursue higher studies. This scholarship will promote a Gross Enrolment Ratio with a focus on professional education. The scheme optimizes the NER’s budgetary allocation for its usage.
Objectives
- Higher Education Promotion: To afford equal opportunity for students from NER
- Improving GER: For Gross Enrollment Rate enhancement of the region
- Professional Education: Motivating students towards technical, medical, and professional studies
- Budget Effectiveness: Utilizing NER Budget, for its intended education usage
Scope
- Annual new awards: 10,000
- Can be taken by general degree course students or in technical, professional, medical, and paramedical courses
- Universities/Colleges recognized through the certification from Registrar/Principal/Director
Scholarship Benefits: Amount
- ₹5,400 per month for general degree courses
- ₹7,800 per month for technical/medical/professional/paramedical courses
Disbursement
- Scholarships are disbursed through Direct Benefit Transfer (DBT) to the bank accounts of the beneficiaries
- Payments are made through PFMS (Public Financial Management System)
Eligibility Criteria
- Domicile:
The applicant must be a resident of the North Eastern Region (NER) - Income Criteria:
Parental annual income should not exceed ₹4,50,000 from all sources - Educational Qualifications:
The applicant must have passed Class 12th or equivalent in the preceding year of application
Must have secured admission in the first year of a degree course - Eligible Courses:
General degree courses, technical/professional courses, and medical/paramedical courses
Must be enrolled in institutions recognized under:- Section 2(f) & 12(B) of the UGC Act
- Deemed Universities under Section 3 of UGC Act
- Centrally/State-funded universities/colleges
- Institutes of National Importance
- Institutions with valid AISHE code
Renewal of Scholarship
- Conditions for Renewal:
Must maintain good conduct and prescribed attendance
Annual renewal is based on the progress report from the Registrar/Principal/Director
Those who fail to secure promotion to the next level will lose the scholarship
Course changes are not allowed; change of course will automatically cancel the scholarship - Duration of Scholarship:
Courses leading to an Integrated Degree: Scholarship tenable for the whole duration
Courses leading to a Dual Degree: Scholarship tenable only for the first degree
Exclusions
- Open University students
- Students holding other UGC scholarships for the same degree
- Management quota admissions
- Diploma courses that are not leading to a degree
- Students whose parents’ income exceeds ₹4,50,000 per annum
Application Process
- New Registration (Online through National Scholarship Portal):
- Visit the National Scholarship Portal
- Click on ‘New Registration’ and read the guidelines carefully
- Accept the terms and click ‘Continue’
- Fill in the registration form and click ‘Register’
- An Application ID and password will be generated and sent via SMS
- Fresh Application:
- Login using the Application ID and password
- Enter the OTP received on the registered mobile and reset the password
- On the dashboard, click on ‘Application Form’
- Fill up all information and upload files
- Click Final Submit for uploading the application
Track Payment Status
- Login in PFMS portal
- Select “Know Your Payment”
- Track details by using details like Aadhar Number, IFSC/Name of Bank/Swift/Bank Account no., or NSP APPLICATION ID
