Health Minister’s Discretionary Grant : Ministry of Health and Family Welfare, Government of India has introduced the Health Minister’s Discretionary Grant (HMDG) It helps a part of the patient’s financial strain when inpatient or receiving treatment of life-threatening diseases at government/government assisted hospital(from general audience)
The program by itself has not been conceptualised and can be used for all complications not covered by Rashtriya Arogya Samvar (RASHRA). Besides this it will be applicable to Government Hospitals (single super speciality centers are also government owned but they are not authorised to practice superspeciality)
Benefits
- Financial assistance for treatment in Government hospitals (including super-specialty hospitals and institutes).
- Amount of financial assistance is based on the estimated cost of treatment:
- ₹50,000 if treatment cost is up to ₹1,00,000.
- ₹75,000 if treatment cost is between ₹1,00,000 and ₹1,50,000.
- ₹1,00,000 if treatment cost is above ₹1,50,000.
Eligibility Criteria
- The applicant must not be an employee of the Central or State Government.
- The applicant must be hospitalized or undergoing treatment in a Government hospital or super-specialty Government institute.
- The total annual family income must not exceed ₹1,25,000 per annum.
Exclusions
The following cases are not eligible for financial assistance under HMDG:
- Prolonged treatment involving recurring expenditure.
- Non-life-threatening diseases that are not expensive to treat.
- Tuberculosis (TB) cases.
- Patients seeking treatment in private hospitals.
- Central or State Government employees.

- Submit the Application
- The duly filled form must be submitted to the Doctor, Head of Department (HOD), or Medical Superintendent of the treating Government hospital.
Required Documents
- Application form in prescribed format, signed by the treating doctor and countersigned by the Medical Superintendent of the hospital.
- Financial assistance quantum certificate specifying the treatment cost:
- ₹75,000 for treatment up to ₹1,25,000.
- ₹1,00,000 for treatment between ₹1,25,000 and ₹1,75,000.
- ₹1,25,000 for treatment above ₹1,75,000.
- Income Certificate issued by BDO, Tehsildar, Collector, or SDM (should include full name, designation, contact number, and official address of the issuing authority).
- Copy of the ration card as proof of economic status.
