Banglashree MSME Scheme: Water Conservation SubsidyScheme StatusScheme Status

The “Subsidy for Water Conservation/Environment Compliance (WCS)” is a sub-scheme under the “Banglashree for MSMEs” launched by the Department of Micro, Small and Medium Enterprises and Textiles, Government of West Bengal on 1st April 2020. The scheme remains effective till 31st March 2025.

Objectives of Banglashree for MSME Scheme:

  • Encourage the establishment of Micro, Small, and Medium Enterprises (MSMEs)
  • Promote balanced industrial growth across West Bengal
  • Maximize resource utilization and employment generation
  • Strengthen the MSME ecosystem to make West Bengal a national leader

Objectives of the WCS Sub-scheme:

  • Provide financial reimbursement to eligible micro or small enterprises for:
  • Setting up Effluent Water Treatment Plants
  • Installing Pollution Control Devices
  • Promote sustainable and eco-friendly industrial practices

Benefits

  • Subsidy Pattern:

    • 50% reimbursement of the expenditure incurred on eligible equipment

    • Maximum limit: ₹2,00,000 per enterprise

Note 1: Subsidy applicable only for approved projects

Note 2: Captive Effluent Treatment and Pollution Control Devices must be part of the enterprise’s investment plan

Eligibility Criteria

  • The enterprise must:

  • Be registered as a Micro or Small or Medium Enterprise
  • Operate in the manufacturing sector
  • Have started commercial production on or after 1st April 2019
  • Belong to the private/cooperative/joint sector or be state-managed or a recognized SHG enterprise
  • Have its Date of Commencement of Commercial Production (DOCCP) between 1st April 2020 and 31st March 2025

Exclusions

Ineligible Enterprises:

  • Enterprises already issued eligibility certificates or incentives under earlier State schemes

  • Enterprises started production before 01.04.2019

Negative List of Industries:

  • Sponge Iron Factory

  • Bricks (excluding fly ash, sand lime, and refractory bricks)

  • Any industry specifically notified by the State Government

Excluded Items in Plant & Machinery Investment Calculation:

  • Tools, jigs, dies, moulds, and spare parts
  • Installation costs of plant & machinery
  • R&D equipment and pollution control devices
  • Power generators and transformers
  • NSIC/SSIC service charges
  • Wiring, bus bars, and general control panels
  • Gas producer plants
  • Transport costs for machinery
  • Tech know-how charges
  • Storage tanks not linked to production
  • Firefighting equipment
  • Used machinery (second-hand) costs

Application Process

Mode: Online via Shilpasathi Portal

1. Registration Process:
  1. Visit the portal and click ‘Apply Online’

  2. Click ‘Create New’ for new user registration

  3. Select Applicant Type and enter registration details

  4. Fill in the form and click ‘Register’

2. Application Submission:
  1. Login using registered details or OTP

  2. Navigate to ‘ALL SERVICES’ → ‘MSME Incentive’

  3. Click ‘Create CAF’ to generate a CAF ID

  4. Click ‘Apply Online’ and fill the eligibility form

  5. Proceed to Common Application Form (CAF) and fill all fields

  6. Click ‘Update and Continue’ → Preview and submit

  7. From Dashboard, click “Click to Proceed”, then ‘Save’

  8. Preview and go to Online Form – A

  9. Under “APPLY SUBSIDY”, enter year-wise subsidy details

  10. Fill in the FILL UP SUBSIDY section and add multiple years if needed

  11. Upload required documents

  12. Click ‘VERIFY & SUBMIT’, accept the declaration, and Submit

  13. An application reference number will be generated to track the status

Submission Timeline:
Within 12 months from the DOCCP or 12 months from the Banglashree notification date—whichever is later
