This scheme, part of the “Scheme for Assistance for Research & Development Activities” under the Gujarat Industrial Policy, is implemented by the Industries and Mines Department, Gujarat. It supports the establishment of new R&D institutions/laboratories and the modernization or strengthening of existing facilities set up by the Government of Gujarat (GoG) or Government of India (GoI). The initiative is effective from August 7, 2020 to August 6, 2025 and aims to promote sustainable industrial growth by encouraging eco-friendly practices and compliance with environmental norms.

Eligibility
- Eligible Institutions:
- All Research and Development Institutions recognized by the Council of Scientific and Industrial Research (CSIR) or the Department of Scientific and Industrial Research (DSIR) that are set up by the Government of Gujarat (GoG) or Government of India (GoI).

Application Process
Mode: Offline
- Submission:
- The R&D institution must apply to the Industries Commissionerate in the prescribed format along with all necessary documents.
- Scrutiny:
- The Industries Commissioner’s office will scrutinize proposals to ensure compliance with eligibility criteria and guidelines.
- Review:
- Proposals are then presented to the State Level Empowered Committee (SLEC) for review and approval.
- Disbursement:
- Upon SLEC approval, the sanctioned assistance is reimbursed and disbursed by the Industries Commissioner’s office.
Documents Required
- Copy of the Project Sanction Letter issued by the Industries Commissioner’s (IC) office.
- Copy of the Government Resolution/Notification confirming that the institute/organization is established by GoG/GoI.
- Copy of the CSIR/DSIR Recognition Letter.
- Appointment letter of the Technical Agency that prepared the project estimates and engineering drawings (if applicable).
- Technical Sanction Letter from the R&B Department or the concerned local authority (e.g., Municipality or Municipal Corporation) with an approved estimate.
- Copy of the Tender Notice along with proof of publication.
- Copy of the Appointment Letter of the Contractor, along with the Agreement, Tender copy, and Board Resolution.
- Copy of the Appointment Letter of the Third Party Quality Assurance (TPQA) Agency with agreement.
- Proof that the TPQA agency is enlisted with the Road and Building Department, GIDC, GIDB, or any other Government Department/Agency.
- Project Progress Report including milestones achieved, outcomes of the proposed R&D, asset creation details, societal and industrial benefits, patent filings/grant details, publications (national/international), impact analysis, etc.
- Certificate and Statement of Expenditure incurred based on the prevailing Schedule of Rates (SOR) of the R&B Department or relevant government department, prepared by a Chartered Engineer.
- TPQA Certificate with Report, including photographs (with location and date) and necessary laboratory testing reports.
- Employment details of technically qualified manpower in the prescribed format.
- Project Completion Certificate (PCC) in the prescribed format.
- CA Certificate in the prescribed format.
- CA Certified Expenditure Statement in the prescribed format.
- Copy of GPCB Consent (if applicable).
- Copy of PAN Card.
