Launched on 1st January 1981 by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, the ADIP Scheme aims to assist disabled persons in procuring suitable, durable, and scientifically-manufactured modern aids and appliances. These devices are intended to promote physical, social, and psychological rehabilitation by reducing the impact of disabilities and enhancing the economic potential of persons with disabilities (PwDs). The scheme also covers necessary medical/surgical corrections that are essential prior to the fitment of these devices. It is approved for continuation up to 31st March 2026.
Objective
The main objective of the ADIP Scheme is to enable needy disabled persons to obtain modern, standard aids and appliances that improve independent functioning, mitigate the effects of disability, prevent secondary disability, and ultimately empower them socially and economically.

Benefits
Quantum of Assistance
- For Aids/Appliances costing up to ₹15,000:
- Full financial assistance is provided.
- For items costing between ₹15,001 and ₹30,000:
- Assistance is capped at ₹15,000.
- For high-cost items (above ₹30,001):
- Except for Cochlear Implants and Motorized Tricycles, such items are eligible for assistance subject to an income ceiling. The Government bears 50% of the cost, while the remainder is contributed by the State Government, NGO, or beneficiary (capped at 20% of the scheme’s budget).
- Cochlear Implant and Rehabilitation:
- For children with pre-lingual hearing loss (aged 1-5 years), the ceiling is ₹7.00 lakh per unit; for those with acquired hearing loss (aged 5-18 years), it is ₹6.00 lakh. This covers implant cost, surgery, therapy, mapping, travel, and pre-implant assessment.
Traveling, Boarding, and Lodging Costs

Traveling Costs:
Reimbursed up to Rs. 250 per person (including one escort) for rail or bus fares for visits to distribution camps or rehabilitation centers. -
Boarding and Lodging:
Admissible at Rs. 100 per day for up to 15 days for beneficiaries with a monthly income up to ₹22,500, including for attendant/escort, specifically for camps or fitment procedures (e.g., for corrective surgery or artificial limb fitting).

Locomotor Disabilities:
Includes all prosthetic and orthotic devices, mobility aids, and high-end prostheses (with a subsidy of up to ₹30,000 for disabilities of 80% and above). Motorized tricycles and wheelchairs are available for persons with severe locomotor disabilities, with a subsidy up to ₹50,000, provided once in five years. -
Visual Disabilities:
Accessible mobile phones for visually impaired individuals (18+ years, once in five years) and assistive devices for school-going children (e.g., laptops, Braille note takers) for classes 10 and above, subject to specific provisions. -
Hearing Disabilities:
Various hearing aids (e.g., BTE), educational kits, assistive devices, and alarm systems. -
Intellectual and Developmental Disabilities:
Teaching and Learning Material (TLM) kits, Multi Sensory Inclusive Education Development (MSIED) kits, and other recommended devices. -
Leprosy Cured Persons:
Assistive Daily Living (ADL) kits and any other suitable devices. -

Additional aids and assistive devices as notified by the Expert Committee.
Eligibility of Beneficiaries
- General Criteria:
- Must be an Indian citizen of any age.
- Must hold a disability certificate indicating at least 40% (Benchmark Disability).
- For individual beneficiaries, the monthly income must not exceed ₹30,000; for dependents, the income of parents/guardians must not exceed ₹30,000 per month.
- Should not have received similar assistance in the past 3 years (for children below 12 years, the minimum period is one year).

- Registered Societies and their branches (under the Societies Registration Act, 1860)
- Registered Charitable Trusts

- Local bodies such as Zilla Parishads, Municipalities, and Panchayats
- Registered hospitals, Nehru Yuva Kendras, and other organizations as deemed fit by the Department
Preference is given to agencies employing professional/technical staff (RCI recognized) and possessing infrastructure (machinery/equipment) for fabrication, fitment, and maintenance that meets ISI/ISO standards.

Beneficiary identification can be done through:
- Camp Activities:
Implementing agencies conduct district-level camps for assessments. - Headquarter Activities:
Beneficiaries may approach headquarters or Regional Centres of National Institutes/CRCs/ALIMCO/ DDRCs. - Common Service Centres (CSCs):
