Launched by the General Administration Department, Government of Haryana on 16th April 2018 (applicable from 01.11.2017), the Haryana Shubhra Jyotsna Pension Scheme provides a monthly pension of ₹10,000 to residents of Haryana who actively participated during the Emergency period (25.06.1975 to 21.03.1977) and faced imprisonment under the MISA Act, 1971 and/or the Defence of India Act, 1962 (including rules framed thereunder). The scheme also extends benefits to the widows of such individuals. The expenditure under this scheme is borne by the State Government, and pension disbursement is sanctioned by the Chief Secretary on the recommendation of the Deputy Commissioner concerned.

To qualify for the scheme, applicants must meet the following criteria:
- Participation & Imprisonment:
The applicant must be a resident of Haryana who actively participated and struggled during the Emergency period (25.06.1975 to 21.03.1977) and was imprisoned for any period under the MISA Act, 1971 and/or the Defence of India Act, 1962. - Documentation:
The applicant must produce a jail certificate issued by the Jail Superintendent and counter-signed by the District Magistrate. If this certificate is unavailable, a certificate from two co-prisoners (authenticated by an MLA or MP of the concerned district) may be submitted. - Widow Provisions:
Widows of eligible individuals are also covered by the scheme. - Multiple Benefits:
Emergency sufferers receiving a pension or honorarium from another State Government will have their entitlement reduced by that amount (except for old age pension). - Domicile Flexibility:
The scheme is also applicable to persons who were domiciled in another state but were arrested and jailed in Haryana State. - Bank Account Requirement:
Beneficiaries must maintain an Aadhaar-linked Savings Bank Account in any Nationalized Bank, and submit a “live certificate” in January every year.
Note: Applicants can only apply from one district and must submit an affidavit confirming that they have not applied from any other district. Additionally, if the applicant is already receiving any other pension from the State Government (other than old age pension), that amount will be deducted from the Shubhra Jyotsna Pension.
