How to Get the Laptop — Process

There is NO online application for students.

This is the most important thing to understand. Unlike other schemes, students cannot apply individually.

The process:

Step 1 — College identifies students Your college principal/Nodal Officer checks final-year student list → verifies eligibility → prepares the list.

Step 2 — College uploads to ELCOT portal The college uploads verified student data to elcotlaptop.tn.gov.in — the portal is for institutional use, not individual students.

Step 3 — Higher Education Department review The Directorate of Higher Education reviews district-wise lists → gives final approval.

Step 4 — ELCOT procurement ELCOT procures laptops from approved vendors (Acer, Dell, HP) based on approved student count.

Step 5 — Distribution Laptops are distributed at college or district-level functions — students are notified by their college.

If you’re a final-year student and haven’t received a laptop yet: Contact your college Nodal Officer. Check if your UMIS profile is complete. Call helpline 1800-599-9000.

How to Check Your Name in the List

You cannot check online as an individual student. Here’s what you can do:

Option 1: Ask your college Contact your college’s Nodal Officer or principal’s office — they have access to the ELCOT portal and can check your status.

Option 2: UMIS Portal If your college uses UMIS (Unified Management Information System) — log in → check “Laptop Scheme” section → look for status or rejection reason.

Option 3: Helpline Call 1800-599-9000 (10AM–5PM) with your college name, roll number, and course details.

Didn’t Receive Laptop? — What to Do

Step 1: Ask your college Nodal Officer if your name was included in the list sent to Higher Education Department.

Step 2: Check your UMIS profile — “Incomplete Profile” is a common rejection reason. Update your Aadhaar, bank account, and personal details in UMIS.

Step 3: Contact helpline: 1800-599-9000

Step 4: If still unresolved — raise grievance through your college principal to the District Education Officer.

Phase 2 is ongoing — even if Phase 1 passed, you may receive in the next distribution. Final-year students of 2026-27 will be covered.
